The 'remote development flow' makes me think that the PCB has been previously undocked (or exported in xDM for remote development).

This is used when the PCB layout team is not part of the same corporate infrastructure.

so probably need to dock the PCB to the master design (which requires concurrent design to be disabled) or import the PCB to xDM.

(or reset the undock/export if that is possible)
