I think this is as working as designed.
You are opening the library from within the pcb tool - therefore the symbol view and editor is not available.
Similar to if you open the library tool from within the Schematic tool then only the part editor is available - you cannot edit cells or symbols.
To be able to do both then (as I undersand the tools) you need to open xLibraryManager as a stand-alone tool.
