Thank you for your respons. Acctually, I found out what the problem was. I needed to update the software to VX1.2 as I'm using Windows 10.
After installing VX1.2 everything worked just fine.

The best course of action for troubleshooting this would be to set the MGLS_DEBUG_LOG_DIR environment variable to C:\Temp or other writeable folder and run PADS. On PADS' exit, a licensing debug log will be written and may offer clues.
If it's not immediately apparent what the cause is, you might consider opening a Service Request via SupportNet.
