thanks for the help.

Finally we solved the issue on our side. Root cause was that we are building as root but setting environment variable MGLS_LICENSE_FILE as non-root user. Either setting environment variable MGLS_LICENSE_FILE as root again or calling sudo command with option -E to preserve the environment variables solves our issue.
